The former Washington County Jail sits empty as volunteers wait for New Orleans evacuees to arrive.
According to Jack Kiper, special projects coordinator for the Salvation Army of Northwest Arkansas, the former jail has been transformed into the Washington County Pilgrim House — a temporary dwelling for hurricane victims. The shelter was scheduled to welcome its first hurricane evacuees Wednesday night, but Kiper said the family made a decision to return to their hometown of Biloxi, Miss.
